Kenyan lawmakers are challenging a proposed five-year ban on former public officials from becoming Chief Executive Officer of the Prison Enterprise Fund. The National Assembly’s Committee on Delegated Legislation is scrutinizing the proposed Public Finance Management (Prison Enterprise Fund) Regulations, 2026.

• The committee argued the five-year ban is "an overkill," as existing laws already disqualify certain candidates.
• Concerns were also raised about the proposed Sh4 billion initial capital for the fund, which could undermine Parliament's budgetary authority.
• The committee urged the Ministry of Interior and National Administration to provide clearer definitions for rehabilitation programmes and approved prison enterprises.
