A Kenyan national and two Ugandans are being detained in Zanzibar for allegedly operating illegal tour and shuttle-boat services without the required local licenses.

• The arrests occurred on August 18, 2026, during a joint operation by the Zanzibar Commission for Tourism (ZCT) and the Immigration Department.
• Esther Mutheu Samuka (Kenyan national) was apprehended alongside Mukembo Emmanuel and Karungi Scovia (Ugandan nationals).
• Zanzibar's Tourism Act 2009 restricts tour operator and shuttle boat businesses to local ownership, a law that authorities are enforcing to ensure tourism revenue benefits the local community.

The Universities Fund has achieved ISO 9001:2015 recertification from the Kenya Bureau of Standards (KEBS), underscoring its commitment to quality management amidst escalating demand for student financing.

• The Fund's Acting Chief Executive Officer, Dr Edwin Wanyonyi, stated the certification assures stakeholders of transparent and reliable systems for managing university financing.
• A significant increase in students qualifying for university is noted, with 270,715 candidates attaining the minimum university entry grade in the 2025 KCSE, up from 246,391 in 2024.
• The Fund projects approximately 608,879 scholarship beneficiaries for the 2026/2027 financial year, with the Government disbursing a cumulative of about KSh78 billion in scholarships between 2023/2024 and 2026/2027.
