The government of Kenya, led by President William Ruto, will initiate refunds to the Housing Levy Fund for funds diverted to market constructions, following a meeting with COTU Secretary General Francis Atwoli on June 18, 2025.

• All funds used for constructing markets will be reimbursed to the Affordable Housing Levy Fund.
• COTU is pushing for adherence to the intended use of the housing levy.
• The deposit for housing unit allocations has been reduced from 10 percent to 5 percent of the purchase price, prioritizing salaried Kenyans who contribute to the fund.
