Kenya has moved to address concerns raised by the Democratic Republic of Congo (DRC) regarding the nomination of a Consul-General to Goma, clarifying that the process is not final until parliamentary approval and the host nation's diplomatic clearance are granted.

• The Prime Cabinet Secretary and Foreign Affairs Cabinet Secretary, Musalia Mudavadi, stated that a presidential nomination does not constitute a diplomatic posting until Kenya formally requests Agrément or acceptance and the DRC issues an Exequatur.

• Kinshasa had accused Nairobi of failing to consult, stressing that international law requires prior consent from the host nation before any consul assumes office, specifically referencing their August 16 protest note.

• Mudavadi confirmed he spoke with his Congolese counterpart, Thérèse Kayikwamba Wagner, to clarify Kenya's position and reaffirm respect for diplomatic procedure and DRC's sovereignty.
