President William Ruto has appointed an 18-member panel of experts to oversee the compensation of victims of demonstrations and protests dating back to 2017. The panel, gazetted on August 25, aims to implement a framework for victim compensation and propose legislative reforms.

• The panel is chaired by Prof. Makau Mutua, Ruto’s senior advisor on constitutional affairs and human rights.
• The panel's mandate includes designing an operational framework to verify, categorise, and compensate eligible victims, as well as engaging stakeholders for inclusivity.
• The gazette notice also stipulates the panel shall propose legislative and institutional reforms to address protests and policing culture, submitting reports to the President.
