• CS Mbadi attributes opposition to individuals with “selfish interests” keen on manipulating the procurement system, suggesting efforts to preserve corruption loopholes.
• The Council of Governors, chaired by Ahmed Abdullahi, described the transition as “hasty, incomplete, and marred with inconsistencies,” causing “confusion and paralysis.”
• 31 counties have submitted budgets and received clearance from the Controller of Budget, with 4 counties ready to upload to the e-GP system.
• Deputy President Kithure Kindiki acknowledged the challenges but affirmed that manual procurement would not be reinstated.
