Busia County Senator Okiya Omtatah has informed the High Court that Universal Healthcare should be funded through taxation, not mandatory contributions, arguing that the government has a constitutional duty to provide health services without imposing additional levies.

• Okiya Omtatah contends that the Social Health Insurance Fund (SHIF) and the Social Health Authority (SHA) violate the Constitution, constituting double taxation.
• He highlighted a discrepancy in the loan repayment schedule, indicating payments would begin in February 2025 instead of August 2024, which he described as fraudulent.
• The Senator also asserted that the amendments underpinning the new health financing framework were not subjected to Senate approval, rendering the entire scheme unconstitutional.
