- The Cabinet expressed concern over deteriorating livestock conditions, increased animal deaths, and rising human-wildlife conflict, highlighting the risk of a full-blown emergency.
- Funds will support critical relief food distribution, water provision, and non-food assistance across affected regions, including Mandera, Wajir, Kwale, and Kilifi counties, which are currently in the alarm phase.

The Cabinet also approved a major restructuring of the education sector, which includes merging the Higher Education Loans Board (HELB), Universities Fund, TVET Funding Board, and the Kenya Universities and Colleges Central Placement Service (KUCCPS) into a single authority. Additionally, the Cabinet approved Phase III of the Kenya-China Project. This project will equip 70 Technical and Vocational Education and Training (TVET) colleges with modern training facilities to support the rollout of competency-based education and training (CBET).
