• Key individuals involved are the HELB and the Kenya Universities and Colleges Central Placement Service (KUCCPS), which must complete student placement before HELB opens its portal.
• Additional requirements include parents' National ID numbers and mobile numbers, and details of two guarantors, with provisions for applicants whose parents are deceased or who received secondary school sponsorships.
