The High Court has certified as urgent a petition seeking to suspend the Kenya Revenue Authority's (KRA) new digital cargo pre-arrival declaration system, the Advance Cargo Declaration (ACD) Platform.

• Petitioners argue that KRA has failed to disclose procurement records and statutory approvals for the system.
• The ACD Platform, launched on August 3, requires participants in the shipping and logistics chain to obtain an ACD reference code for containerised cargo destined for Kenya.
• A separate lawsuit also alleges that the KRA's system infringes on the intellectual property of a similar system developed by technology entrepreneur Jacob Munene.
