ICPAK Demands Probe into Social Health Authority (SHA) Recruitment After Whistleblower Firing - October 2025
The Institute of Certified Public Accountants of Kenya (ICPAK) is calling for an independent investigation into recruitment practices and an employment scandal at the Social Health Authority (SHA). The demand follows the dismissal of a whistleblower, CPA Andrew Kipkirui Rotich, who was the Deputy Director of Forensic Audit & Risk Assurance. Rotich was reportedly terminated after exposing a multi-billion shilling fraud and raising concerns about alleged irregularities in SHA recruitment. The controversy arises one year after SHA's launch, at which point an evaluation is underway to determine if its health goals are being met. Meanwhile, one year after converting from NHIF, some Kenyans are without SHA services, and multiple hospitals have reportedly been closed due to alleged fraudulent claims.
